To keep it simple, I'd work hard to help Mitteleuropa remaining united and peaceful under the protection of the House of Habsbourg, possibly developing a reform that would slowly make the Empire more similar to a federation, giving all Crown Lands has very high autonomy, then creating a school system that makes people immune to the dark temptations of nationalism.
